Mindfield has offered quality surveys for many years now.  The main complaint I've heard from members of Mindfield is that they do not offer enough surveys, you can expect to get only a couple, maybe a little bit more every month.  However, the surveys you take, you will get paid for, usually anywhere from $1-3, but there are rare opportunities that will pay you more.  Cashout is by check only, and is set at a low $5, so it should be relatively easy to reach.  It doesn't get a high rating because it is not my favorite survey site, but it is still legitimate and will pay you.
